Administrative law comprises the rules of public law that apply to the organisation, acts and actions of the administration. It provides the framework for the citizen's legal relationship with the state and for challenging unlawful administrative decisions before the administrative courts and the Council of State.
An action for annulment is the most fundamental administrative remedy, brought against acts such as zoning applications, urban transformation, expropriation, the cancellation of licences and public tenders. A full-remedy action is a claim for pecuniary and non-pecuniary damages brought by those whose personal rights have been harmed by the administration's acts and conduct. Disputes may also arise from administrative contracts.
